You can try with transaction variants (SHD0) in VF01 by deactivating
*Update*.

(If required you can hide the entire Conditions screen at both header &
item in VF01)

But you can continue in VF02 with regular options. Hope this helps.

I faced similar requirement, the difference was change in pricing in sales
order, was to be ratified while executing VF01. In that case we have tried
enhancement and after change in price this used to be transferred to lock
i.e. activate function. Reason for rejection with specific remark. May be
useful to you with some amendments.
