You can get the created on date information from SE16N from table MSTA where MSTA-MATNR = the material code you are interested in ? the created on date for the plant in question is where MSTA-STATM = 'B' and MSTA-BWKEY = the plant code you are interested in.
You can get the current live standard cost from table MBEW where MBEW-MATNR = the material code you are interested in and where MBEW-BWKEY = the plant code you are interested in.
If you want past years standard costs you can use table MBEWH for that ? but do some research on this table as it does not always have an entry for the material + plant you are interested in for every single year + period. Some periods can be missing from that table ? research how SAP updates entries to this table to understand why.
