You can use two ways:
1. From Notification
A. Using Service for Object button - Send - Send object with Note (best one)
B. Using Partner functionality - VW Person Responsible, if you maintain personal numbers in SAP (with E-Mail communication)
2. From Business Workplace (T# SBWP) New message - Insert - Object link - Maintenance Notification (you need to find it using CTRL+ F and paste Notification number)
If the user is not using SAP mail, then he should get link to SAP Portal and use his login data to open Notification in the browser.
If you are using SAP Mail user gets message on his SAP inbox (and the mail message will be popup on the screen)
