Also take a look at : https://scn.sap.com/thread/3471640 - which i have leveraged earlier.
If you are using GL tax category as (*) - then remove that and post with out tax allowed check box
and it should work.
Check also in OBA5 (to be sure!).
Also validate if your Tax Setting has not changed via FS03 - for that specific GL and Company code via following steps:
a) logon to SAP
b) launch FS03
c) Enter GL account & Company code
d) execute
e) On the second screen, there is a field called Tax Category, if that's other than <blank>,
then a tax code must be used even when posting
[had faced your issue only once].
