Have you checked copy control, copying of item to item? Transaction code
is VTAA. Header and then Item level.

I have used VA01 for copying a line item to another in same sales order no using copy with reference. A message is coming that not possible to copy from ZOR to ZOR item type.
Then, I have used (in VA02) "propose items", put the sales document no ----> Selection List ---> selected item no to be copied -----> Copy material.
But the characteristics has not been copied.
Please help.
