That is why you work with an experienced consultant so you can learn this
skill. It's slightly more involved than a post on a forum.
In short (very short!), you analyse the process flows, and work with the
business to define the job roles. You then map the access to the job roles,
and the people to the job roles. Based on that, you can determine who needs
training in which parts of the process.
