Reply from David Slocum on Oct 26 at 4:37 PM Are you following the SUM Guide closely? Are you sure you have the environment variables defined correctly before starting SUM? Are the instance profile and start profile of the UTS system set up correctly? I have used SUM several times over the past years and have not had any issues as long as I followed all the proper procedures.

I deleted the SUM directory and used sapcar to extract it again (to E:\SUM). I'm still getting the same error when running startup:
