Check DB02 whether any tablespace is 100% occupied..
Check alert<SID>.log whether it is showing anything...
Check dpmon from os level and try to find out whether there is any issue in abap work processes.

I am getting an error that only FB60 Tcode is not working.
It taking much time but it till in compiling it not displaying any error information.
