The primary controls are your change management processes.
The secondary controls within SAP depend upon the nature of the changes
as to which controls may affect said changes.
You may want to ask this question of your ABAP and Java/HTML developers
as to what actions they must take to utilize any of the various methods
of modifying SAP-delivered code.
