Don't think it's got anything to do about the info record and source lists.
Looks like the pr document and po document does not match up.
1. Check if the item cat U is allowed in po type.
2. Check if the PR document is linked to po type (with category U in
both Item fields)
3. If this does not work, maybe delete the config and redo from scratch.
