PO Release strategy

Hi experts,

Please provide your suggestion for below scenario

PO Release strategy

If PO is released at lower level itself then system should not allow to release for upper level. It should be block for higher level.

But now it is allowing for upper level also to release.

Please suggest what settings I have missed out.
