You can make PR as mandatory field by following path,
SPRO>>>MATERIAL MANG>>>PURCHASE ORDER>>>>Define Screen Layout at Document Level
Now double click on field sel AKTH then double click on Reference data, item
you will get new screen,here you can just check box of PR required entry.
