A Rate Routing (viewed via CA23) is a Task List Type = M. Routing viewed via CA03 are "regular" production master routings using Task List Type = N.
Rate Routings are used for repetitive manufacturing.
Unfortunately, the BAPI does not allow you to directly specify the Task List Type you wish to create. This is controlled by the Profile input parameter.
I think you need to create a "General Data" Profile using OP58 that is appropriate for master routings and use that when running the BAPI. You appear to be using a Profile that was generated using the "Rate Routing" button in OP58.

I have also done the bapi_transaction_commit.
My client insists me tat the created group should be viewed in CA03.
but I can view only in CA23.
Can anyone please clear my doubt?
