You got to define the usage of BPC. If its mere consolidation then actual
financial data can be one off job which can be extracted from ECC system
and consolidate.
But if intent is also to do planning then BW is the recommended route as
planning data can be better used.to.arrive at necessary set
of.financials.data primarily in the area of workin out working capital.

SAP BPC Netweaver is an Add-on on top of BW, so it means, BW is a must in the Landscape.
SAP BPC Microsoft works without BW, but as you said SAP ECC is already there in place, so, it is not the ideal landscape.
Whether you implement SAP BPC on HANA or any Traditional databases like SQL, ORACLE etc. without BW it is not possible.
