I used following FM in programs for download and upload user master records.
Please note, that we are not using CUA system.
Download:
BAPI_USER_GETLIST
BAPI_USER_GET_DETAIL - roles are in table 'activitygroups'
GUI_DOWNLOAD
Upload:
GUI_UPLOAD - upload files to itabs
BAPI_USER_CREATE1 - create user master
BAPI_USER_PROFILES_ASSIGN - assign roles
BAPI_USER_CHANGE - add user parameters

I am using BAPI_USER_GET_DETAIL to fetch user details.
I was able to fetch address,logon, parameter and other details but did not find roles table.
Can anyone know how to fetch these details?
I am looking for some FM to both display and create users in SU01 via program.
