1.Components in spare parts:
Generally we don't create the B.O.M for spare parts.This is done only when these spare parts are internally manufactured in company. Here we can maintain all relevant production quantities here.
2.Spare parts as a component : Here we should create the SALES B.O.M and mention all components which is used for assembly of the main item.
Your second question is not clear..
