With the Average Bases functionality, you set up a WT (e.g. /227) that is built for every pay period out of selected WTs (set up on table T51AV_2W. You then associate your technicl WT with this WT /227 via an averaging rule. The key is that you don't have to use an averaging rule to extract the data. You get to define the rule yourself (template is PCR X018), and you could just as well write it to extract the total. Try it, it's worth a shot. The good part is that it doesn't restart at the end of the year like a cumulation WT. It just builds the results in each payroll period, and when it needs them, it reads them. One catch is that you have to populate history, but SAP has done that a number of times in the past, so there are programs you could copy, e.g. RPUDECG0PBS_FILL_COSTS, or RPGBAE_CUM_117 if you're in country code GB.
