If the PO is to be released on Header and Version management is activated, then unless the first version of the PO is completed, Release Strategy will not appear. For this select all the items in PO and click on chequred flag.
If all the values are in range and still the release strategy tab is not appearing, cross check if any enhancement is not interfering. Do debug and check once.

I'm actually performing PO release configuration for a new product category.
I followed all the classic steps to set up for the PO release (Class, characteristics, Release group, Release code, release strategy)
Characteristics : PO value, Doc type, Comp Code, Purch group
My CL24N and CL30N showed good results = 1 strategy release line per characteristics combination
However, the release tab in PO is not showing at all. Before this customization, the Release tab was showing perfectly for the previous products category.
