In simple terms, send the password via mail to the user and the login ID to the authorizing official's email. See in this case the password and the login ID that you set-up are not in the same email. The workflow should however be clear on the way password management is done, so that the line manager/authorizing official get in touch with the user to advice him/her of the login ID detail.
