One could check the FTP server logs to see why it fails rather than try to guess.

Snowy was trying to help you, help yourself. If you'd followed his simple direction instead of complaining to him, you'd find a list of hits, including one (#4 on Google) where he had encountered this exact same error message himself and including the solution he had to use (different from 1605054). Be glad, to get a reply from an expert admin like him; you could do a lot worse.
