scheduled and running ( SM37 )
and also note that all user are locked ( SM04 )
Use client - 000 ,
and User - DDIC and try

Good Morning, As per SAP Note 1839881. We followed the steps and removed
unwanted entries. But my concern is for Below mention Error
"Background job RDDIMPDP could not be started or terminated abnormally"
this error message which is frequently appearing. Below is the snapshot of
