You could count the number of lines that fit on a page and fill the 'empty' lines with a single period. I.e., place the text in a fixed-width table and pad the blank rows with a period (so they will print). It's a lot of work, but I've done something similar for a form with a variable number of lines.

I have created an Adobe form to use as a print form. This print form contains a table of long text. To display this long text, I have a dynamic text node which is linked to the table as well as a smart style to keep the formatting. In the long text there are lines that say NEW-PAGE where a new page is supposed to start, I have attempted to do this via a Conditional Break but have had no success.
