go back in DEV system, go in SE01 and check your transport log.
if this is a local change request, this could be your problem.

I have added new DEV server with production and configured TMS router etc but while creating the new request target system is not showing , if i select the target system manually then it says "You cannot use request MPDK900068" . Please help me to resolve the issues
