We can use a single Release Strategy in Each PO so for your requirement you
can go for customization that if a po change then call a different Release
Strategy for some criteria.

Thank you for your reply, but my concern is a bit different. In Create option
we are looking for the the same two steps but in Change option we are
looking for three steps i.e. Purchase Head, Account Head, and Plant Head.
