In your Released Budget, you have done the mistake of year budget 1,000
USD in 2014 & Overall: 90,000 USD
In that according to your budget profile availability control check your
overall budget, it wont consider year wise budget,
If you want Release 1000 USD you have to release both year wise & overall
budget should be 1000 USD
Please check it & confirm

X = Indicator is set
Unfortunately budget availability control is not working when I partially release the budget.
Following I send values from my project:
Total value in network 88,791.20 USD
Original budget: 90,000 USD (Overall & 2014 Period)
Released 1,000 USD in 2014, Overall: 90,000 USD
System statuses in WBS element are:
REL Released
BUDG Budgeted
ISBD Insufficient budgeting
AVAC Availability control active
No availability control messages when I partially confirmed network activity. I have actual cost 1,998 USD > 1,000 USD (released budget)
No message displayed when PO was released
No messages issued during check when I created the PO.
No messages when I saved good receipt for PO.
