The extra buttons should only appear when the job is completed, that is right.
Why your Job doesn't start immediately is another question. Can you check in F150 from Extras -- Authorizations... if something is wrong there?
If not, I think you could ask your SAP-Basis Team. In SM37 should you see when the job is scheduled, so perhaps would start the job after an hour?! Had this problem with performance to do?
Could you have a special parameter for that (check from SU3)?
Ask your SAP-Basis, they should know why is this happening.
You could try something else (trick): you could schedule the job after 5 minutes, so don't use the start immediately option.

In transaction F150 (Dunning procedure) I have one issue. Issue is that I can't release the Job so in order to achieve that, I have to go to SM37 and do it manually. After that everything works. I have prepared image which sh24-Sep-14 6-59-27 PM.jpgows 6 basic steps. Please pay attention to step 4 and 6.
