You have to config appraisal template creation in transaction PHAP_CATALOG
in R/3 system but you can't run appraisal cycle in R/3 system.
Appraisal template should display in portal only, you have to run appraisal
cycle in portal only.

Template criterion group and criterion
check all what all needed like weightage and scales whether it is Quality
scale or Quantity scale.
Once you configure according to your client requirement the same can be
veiwed in portal.
