It could solve the problem. as it is the quality environment, some records requested to be removed it was possible he had to use the transaction se16n in debug mode, this of course will not occur in production.

Although I know nothing about this case in particular, in general first one archive/deletes the transactional data so then one can archive/delete the related master data.
I doubt the 2nd note is relevant (too old), but it had the right criteria. Even the 1st note is old.
