So why two type users we have, it would have better to having one user
right? can you elaborate this clearly ?

SYSTEM and COMMUNICATION are pretty much the same thing. We had changed
all our comm ID's over to SYSTEM anyways. You can build roles for them or
give them SAP_ALL depending on what they will be doing for you. These are
not end user ID's and should not be given out to the general public.

SM36 is a basis transaction and I would advise not giving it to any other
group unless you have excellent controls or you are looking for trouble.
SM37 if you limit it to their own jobs is pretty harmless as long as you
are restrictive.
