You can just let them be if server performance is not affected. Otherwise, you could just follow Dean's recommendation.
Additionally, you could also adjust parameter rdisp/max_wprun_time so no one sigle user can cause to hijack SAP server resources for a long time.
Before you do the above, it is wise to consult your users so you may understand why they do what they do and they would also understand what you are trying to do or prevent.

There are users who leave their pc with active sapgui and also using the transaction, this is reflected in sap (SM04) and memory consumption (Roll, Page, Mem, Priv).
If anyone had this problem and know how close those inactive sessions to not consume memory could please tell me how to correct this.
