Open the sales order in change mode and change the quantity on the bad line (up one or down one, it doesn't matter) and save. (you must save to make this work).
Then open up the sales order in change mode and change the quantity back and save again.
This worked for me to eliminate a "dangling" requirement from a sales order.
If you have a test client copied from production that shows the same behavior, please try it there first.
