Time Zone setting difference of 1 Hr.
Is this the reason cannot send the external email. If I correct the Time
Zone on live system, what will effect on system?

Try to telnet smtp port in your mail server and disable firewall and
antivirus in the SAP server. Check with network team for port blocks if
they have any restrictions in the routers
