Yes, I agree that fd32 is at master data level; however, if a change is made to the currency of the credit control area, shouldn't it reflect in the master data? Or, is there a step/series of steps that need to be undertaken to facilitate this change?

When you define the Credit Control Area itself in the IMG, you tell it what currency code it will use.
FD32 is at master data level, not configuration level.
