Does this happen with all customers or just with a specific one? If just with one customer, have you tried it on several desktop computers or just one?
I just created a shortcut on my desktop for transaction SLICENSE and it loaded REALLY quick, no more than 3 seconds without using slow speed option.
You should check SAP GUI its on latest versiin with latest patch.
