Try executing /nSU53 when you get the issue.
Contrary to popular belief profile SAP_ALL does not contain all available Authorisation Objects.
Also this might be a configuration issue, check with your PP consultants

Dear Team,
When I am trying to view the Purchase Order via ME29N transaction. It is not showing the print preview option for some PO's. If the PO is 65****** it is enabling the Preview option and generating the spool request. IF the PO is 69***** it is not allowing to preview the option and not allowing to generate spool request. Please help me to fix this issue.
This user has sap_all authorizations also..
