You must change the storage location in all handle unit of the inbound delivery.
So yu can use (because, I think that the inbound delivery is created by IDOC, so if it is, you can use the user exit inside the idoc-input-delvry named EXIT_SAPLV55K_005. In this exit you can change all the segment of the idoc as you want.

We receive ASN from vendor that creates inbound delivery with handling units. We have a need to change storage location in inbound delivery document, but it does not allow to change. But it allows to change if there are no handling units in inbound delivery document.
Is there a way to change storage location in inbound delivery document with handling units? please let me know.
