Reply from Mahmoud_Rashad on Feb 15 at 3:35 PM it would be similar to the condition type of KF00 (Freight) where it uses (Descending) in "check value" field but you can use different scale basis for you that suits (liters)
you can set your minimum order quantity as the first line in the condition record.
