If you read the contract only one user per user ID. There are certain exceptions regarding external customers and systems.
You must check your contract.

We developed some web portal to view some reports on web based. We use RFC/BAP Php connector. Now a days we developed some php application to insert data into sap table also. Here user need to put own log on ID. These are at initial stage. My question is is there any licensing issue regarding inserting/updating data using php(RFC/BAPI) application?
