Have you seen SAP note 70402. the Lock is by design.
The Note suggests that you create a transport Request to and transport the Bin Location and then use Tx LS05 to generate the bin.

When a user needs to use SAP transaction LS10 we have to open the system first. Is there a way to make this tranaction open all the time without having to open and close the system. SAP transaction LS01N does not require opening and closing of the system.
