Thanks I created classic Badi using BAdI MB_RESERVATION_BADI in se19 and added a code to my method on the interface for authorization check. I have also seen that you can supply the same logic using an enhancement for the subroutine KONTBLOCK_RECEIVE in the include MM07RFKO. This I tested with Praveen and it worked..

Since there is not any standard authorization object that will be checked in MB21 transaction, I would suggest you to build the custom rule / logic for cost center related authorization check in the related BAdI MB_RESERVATION_BADI.
