No need of WM for doing packing in delivery.
Have you assigned the packing material to the main material in material
master?
Kindly check if you have assigned there.
Packing material should have material type VERP.

I'm not using WM.
Item category used in the outbound delivery has the packing control as "Can be Packed".
The Material is packing relevant only. Maintained the Matpackgroup in the material master.
Please help me.
