My 5 years experience in MM, SD and ABAP certified consulting it depends on which area the goods issue was done. If it's in SD then goods issue was done during PGI Outbound delivery and reversal is
4. Cancellation of goods issued by VL 09 . (SD route )

But if it was a Goods issue from MM e.g to consumption 201 then reversal will be done in MIGO with a reversal movement.

So the question was a bit unclear on which goods issue which was done but we recommend reversal of GI then GR.

My 12years SAP SD module experience is saying about Reverse cycle of goods movement I.e. stock transfer is
1 G R reversal migo
2 billing/stock trans. note to be cancelled by tcode VF 11
3. Delete shipment doc.
4. Cancellation of goods issued by VL 09 . (SD route )
5. Change outbound delivery as per requirements by VL02N.
6. Make correction in PO by me22n
