item category for both line items will be different . Billing relevance F
is use for order related billing while (H) is used for delivery related
billing.
you need to check the item category (vov7) .

Please go and check the item category of both the sales order line items.
Check the item category in VOV7 there you would have maintained the billing
relevance field as F & H for the second line item.
Check that.
