Shot in the dark here. Is the BOR Method also in a Released status?

I've never used the BAPI transaction before and just looking around at the Project tab at the very end it says:

You must carry out the following steps when releasing a BAPI:
Release the BAPI function module (in the Function Builder).
Release the business object type (in the BOR).
Release the BAPI as a method in the BOR.
