No more than 11 characters (a limit for max. no. of char.) – ccssssssfff
cc – first 2 char., a code – i.e. iu, for internal users (employees, etc.); xu for external users (consultants, etc.); you can extend the usage if you need more classes;
ssssss – next 6 – first 6 letters of the surname;
fff – last 3 – first 3 letters of the first name.

Regarding 'employee id' – I suppose you don't have only employees as users.
