When you create the Planning Level, the Planning Methods should appear at the bottom left of your KEPM screen.
Is PA currently being used in the system or are you currently implementing it now?
I would suggest creating a new Test Planning Level and see if it appears.
Have a look at any current Levels which exist and check if you can view the Methods.
Also make sure you have all the necessary authorizations as this restricts your view in KEPM.
