[sap-acct] Availability Control On Different Budget Versions Per Period

My new client has the following requirements for availability control:
They want to activate it per cost centre group / cost element group level but also want availability control active on periodic values (per month, quarterly) and for various budget versions. Basically the client does not want to plan at a cost centre / cost element level but at a cost centre group , cost element group level and would like availability to work on the planning functionality in cost centre accounting. Every time they do forecasting and adjust the values, AVAC should work on the new forecast version of the budget.

What module in SAP is best suited for this request?
Normally we would use statistical internal orders as a workaround for cost centre availability control. This solution works perfectly for annual values and we can use the supplement functionality to release values on a month to month basis but I do not think that we can cater for the availability control on different budget version requirements.
I was thinking about Funds Management but is not sure whether it will meet all the requirements – can the availability control function work on different budget versions? Can it work on periodic values? I would want to create fund centre to represent a certain group of cost centres and commitment items to represent the various cost element groups. Budget values will be loaded against this FM mater data and availability control will check spending whenever the cost centres linked to these objects, are used. I would like to use the release functionality to replicate the periodic budget check requirement. Does this make sense? I am not a FM consultant and came up with the solution above based on what I have read in the archives. I still do not have answer as to the requirement to have availability control work on different budget versions.

Lastly I am thinking about creating an abap program to verify this on cost centre / cost element planning values.

Any suggestions would be appreciated
