That tax system will attempt to assign the relevant tax master data to the vendor based on the country, and in this case state from the vendor address.
Either Vertex has not been configured to accept US address information, or there may be something incorrect about the address.
If you are not using Vertex, your configuration is incorrect because for the US your system is set to point to Vertex as the external tax system. You would need to change the setting and use internal tax configuration for the US.
