Yes it is almost clear.:)
So if I want to do some alternations in the Master data or any other data
we have to do it in the Testing i.e. QA box.
Than we have to send it back to Dev box and than send it to the Production
box, where it will be go to live after the production box.

In some environments, there is also a sandbox, where testing of this sort can be carried out without muddying the waters of the QA box. If your company has a sandbox, do it there.
If not, in this particular case, it sounds like something to do with master and/or transactional data. If that is the case, it is not necessary to start in development. Anything that has to do with configuration or programming of any sort should never be done directly in a QA or production box. Both of those environments should be closed to change via transaction SCC4.
