Yes, any flag in this delivery completion indicator will have a direct impact onto MRP and/or stock/requirements list (together with commitment value report). Hence, you should either train end users of understanding clearly the implication of this setting in the PO.

I have a problem that user manually selected the "Delivery Completed"
tag in delivery Tab of item detail in purchase order. but after some
time it gets again reset and PO appears as open item again in Me2L.
kindly suggest any closing / MRP cycle can have impact on open POs?
